About the Municipal Court The Kemp Municipal Court maintains origional jurisdiction over all Class C citations, including traffic offenses and municipal code violations issued by Kemp PD and Kemp ISD PD. The Court coordinates community service programs, public outreach campaigns and other justice-related programs. The Court also coordinates the IT and technology operations of the City and assists the City Secretary's office with the day-to-day operations of the City.
